The Assembly consists of 110 councilors elected at the local elections for the four years’ term. The City Assembly gets together according to circumstances, and at least once in three months.

The Chairperson of the City of Belgrade Assembly organizes the work of the Assembly, summons sessions, suggests the agenda and presides over the Assembly sessions, looks after implementing of the transparency of work of the City Assembly, signs bylaws adopted by the City Assembly and performs any other operations entrusted by the City Assembly. The City Assembly elects the Chairman and Deputy Chairman of the Assembly of the City of Belgrade from the complement of the councilors for the four years’ term.

The Secretary of the Assembly of the City of Belgrade looks after the performance of professional operations in connection with convening and holding of sessions of the Assembly and its working bodies, and manages administrative affairs related to their work. The Assembly appoints the Secretary and Deputy Secretary of the Assembly at the proposal of the Chairman of the City Assembly, for four years.

Authorities of the Assembly of the City are:

  • Adopting of the City Charter and deciding on its amendments;
  • Bringing of decisions and other bylaws and providing authentic interpretation of those decisions and bylaws;
  • Adopting of the program of the City development and certain activities, as well as the regional physical plan and urban development plans;
  • Adopting of the City budget and annual financial report;
  • Founding of public enterprises, public services, and participating in the foundation of enterprises of interest to the City;
  • Deciding on construction, maintenance, and use of streets, squares, and other public buildings/facilities of importance to the City;
  • Deciding on taking loans for the City and on floatation of a City bond issue of the City, as well as on investments of the City funds;
  • Calling of the City referendum, deciding on the proposals contained by public initiatives, and specifying a draft decision on voluntary local taxes;
  • Adopting of the ground rules of protection, use, and melioration of the agricultural land and looking after their implementation;
  • Adopting of the annual program of acquiring real estates necessary to meet the needs of the City bodies and City Administration, further to the approval of the Government of the Republic of Serbia;
  • Constituting of the City Administration, services, and other organizations of interest to the City;
  • Electing and relieving of the Chairperson and Deputy Chairperson of the Assembly, chairpersons and members of working bodies of the Assembly;
  • Appointing and relieving of the Secretary of the Assembly and his/her deputy;
  • Electing and relieving of members of the City Council further to the Mayor’s proposal;
  • Nominating and relieving of the Steering and the Auditing Committees, appointing and relieving of the directors of the organizations it is the founder of, and issuing of approvals on their bylaws, in compliance with the legislation;
  • Deciding on awarding the title of the honorary citizen of Belgrade, the Plaque of the City of Belgrade, and other public awards;
  • Appointing and relieving of the Head of the City Administration and his/her deputy, further to a proposal of the Mayor;
  • Giving of the opinion on the legislation that stipulate issues of the interests to the local self-government;
  • Bringing about the procedure for protecting of rights of the local self-government before the Constitutional Court;
  • Issuing of the approval on using names, coat of arms and/or other symbols of the City;
  • Deciding on the membership in the national and international organizations of cities/towns;
  • Adopting of the rules of procedure on its work;
  • Carrying out of other operations in accordance with the legislation and City Charter.

The members of the working bodies (councils and commissions) are elected by the Assembly from the complement of the councilors, at the proposal of councilors’ groups and proportionally to the number of councilors they have in the City Assembly.

The City Assembly Chairman's office performs expert, advisory, organisational, administrative and technical tasks for the purposes of fulfilling the responsibilities and roles of the chairman and the deputy chairman of the Belgrade City Assembly, relating to:

  • representing the Belgrade City Assembly in relations with individuals and legal entities in the country and abroad;
  • coordinating work in cooperation with city municipalities, cities and municipalities in Serbia, regions and relevant authorities of the Republic;
  • preparation for working and other meetings for the chairman and deputy chairman of the City Assembly;
  • monitoring activities concerned with fulfilling established obligations by Belgrade City Assembly;
  • coordinating activities aimed at publicising the work of the City Assembly;
  • meeting with individuals who wish to directly approach the chairman and deputy chairman of the City Assembly;
  • categorising resolutions and cases which relate to the chairman and the deputy chairman of the City Assembly;
  • filing of documents related to the activities of the chairman and the deputy chairman of the City Assembly.

Born in Belgrade on September 26, 1981. He obtained his BA degree from the University of Belgrade, School of Law.

Elected member of the City Assembly of the City of Belgrade from 2008. From 2008-2012 he also served as the Head of the Parliamentary Group of the SPS-PUPS-JS at the City Assembly.

On June 2012 he become elected member of the City Council of the City of Belgrade. He held this position until November 2013.

He was appointed member of the Interim Authorities of the City of Belgrade, by the Decision of the Government of the Republic of Serbia of 18 November 2013.

On April 23, 2014 he was elected Chairman of the Belgrade City Assembly.

He serves as Secretary of the Executive Committee of the Belgrade Branch of Socialists Party of Serbia (SPS). Member of the Executive Board of the Central Committee of the Socialists Party of Serbia.

The Ombudsman is a legal system institution which exists in more than a hundred countries in the world. The Ombudsman is the institution first established by Swedish Parliament in 1809 whose task is to supervise the manner in which executive authorities enforce laws. Translated from Swedish language, the word “ombudsman” means trustee or agent, and in relation to function they perform, the word ombudsman means a protector of human rights or civil advocate. The Ombudsman cannot order or prohibit, and their recommendations do not have executive power and are not binding. Their authority is based on argumentation and the possibility of public presentation of the cases of violation of rights and freedoms, on autonomy and strict procedures during election. The Assembly of the City of Belgrade elects the Ombudsman at the proposal of more than 1/3 of deputies.

Ombudsman’s responsibilities are as follows:

  • Protection of individual and collective rights and interests of citizens;
  • Control of the work of the City Administration, Public Attorney’s Office and public services founded by the City of Belgrade;
  • Submission ofinitiatives for alterations, amendments or adoption of new laws and other regulations and by-laws if they consider that violation of citizens’ rights is due toweaknesses of existing regulations;
  • Providing opinion regarding draft regulations or City’s by-laws when theseregulate issues of importanceto protection andpromotion of citizens’ rights and interests;
  • Submission of initiatives for starting the proceedings before the Constitutional Court of the Republic of Serbia to review the constitutionality and legality of laws, other regulations and by-laws regulating the issues related to citizens’ rights.

The City Attorney's Office of the City of Belgrade performs duties of legal protection of property rights and interests of the City of Belgrade. The scope of the City Attorney's includes undertaking of all legal actions, using all legal remedies before the courts and other competent authorities in order to exercise property rights and interests of the city, its bodies, organizations and other legal entities whose funding is provided in the city budget.

The work of the City Attorney's Office is managed by the City Attorney who has 10 deputies. City Attorney and their deputies are appointed and dismissed by the City Assembly.
